UK General Product Safety Regulations 2005
The General Product Safety Regulations 2005 (SI 2005/1803), as retained and amended in UK law following EU Exit, require every product placed on the UK market to be safe. Lunaire Works, as the UK manufacturer, takes this obligation seriously and applies it to every product in our range.
The General Safety Requirement
Regulation 5 of the UK GPSR 2005 requires that no producer shall place a product on the market unless it is a safe product. A "safe product" is one that, under normal or reasonably foreseeable conditions of use, does not present any risk — or only minimal risks compatible with use of the product — to persons, having regard to the product's characteristics, appearance, presentation, and category of consumer.
Our MDF panels and pine mouldings are used by adult consumers for interior wall decoration. We have assessed all foreseeable risks including dust inhalation during cutting, sharp edges, mechanical fixings, and chemical emissions.
Technical Documentation
As the UK manufacturer of our MDF panel range, Lunaire Works maintains technical documentation that includes: product descriptions and specifications, safety assessments conducted before market placement, test results and material certificates, and descriptions of our manufacturing processes and quality controls.
This documentation is retained at our registered premises and is available to the UK Office for Product Safety and Standards (OPSS) and Trading Standards authorities upon request.
Product Traceability
Each batch of MDF panels and pine mouldings is traceable through our production and dispatch records. We are able to identify: the material batch used, the manufacturing date and location, the dispatch date and recipient, and the product specification at time of supply.
Traceability enables us to take targeted action in the event of a safety concern, including precision recalls where only specific batches are affected.
Duty to Warn & Inform
Where a risk associated with our products is identified post-market, Regulation 7 of the UK GPSR 2005 requires us to immediately inform consumers who have purchased affected products, withdraw the product from sale if necessary, and notify the relevant enforcement authority (OPSS).
We carry out this obligation through our customer database, direct email notification, and where necessary, coordination with the OPSS product safety database.
Medium Density Fibreboard — material properties & certifications
MDF (Medium Density Fibreboard) is a wood-based panel product manufactured by breaking down wood fibres and combining them with a synthetic resin binder under heat and pressure. As with all composite wood products, the key material safety consideration is the controlled release of formaldehyde from the resin binder over the product's lifetime. Below we set out in full how our MDF panels address this, and the standards to which they are manufactured.
BS EN 622-5: Fibreboards — MDF Specification
Our MDF wall panels are manufactured in conformity with BS EN 622-5:2009+A1:2014, the British Standard specification for dry-process fibreboards (MDF) for use in dry conditions. This standard specifies the physical and mechanical performance requirements for MDF panels intended for interior applications, including:
- Density and density variation tolerances
- Internal bond (tensile strength perpendicular to the panel face)
- Modulus of rupture and modulus of elasticity in bending
- Thickness swelling after water immersion
- Surface soundness requirements for paintable surfaces
Our panels are specifically the MDF.H type (MDF for use in humid conditions) where moisture-resistance is specified, and MDF.LA or standard interior type for dry applications. Panel thickness variants in our range are 6 mm and 9 mm.

Low-formaldehyde standards — what they mean for your home
Formaldehyde is a naturally occurring compound found in trace amounts in wood. When wood fibres are bonded with resin adhesives to produce MDF, the resin contains urea-formaldehyde (UF) or melamine-urea-formaldehyde (MUF) compounds that can emit small quantities of formaldehyde gas over time. All major MDF safety standards set strict upper limits for these emissions to ensure indoor air quality remains safe.
What is E1 Class?
The European standard BS EN 717-1 uses a chamber test method to measure the concentration of formaldehyde that a panel product emits into a sealed test room. E1 Class specifies a maximum emission of 0.1 parts per million (ppm) — equivalent to 0.124 mg/m³ in the chamber.
This level is considered safe for long-term indoor residential exposure by health authorities including the World Health Organization (WHO) and the UK Health Security Agency (UKHSA).
Our Panels — E1 Certified
All MDF panels produced and sold by Lunaire Works meet the E1 formaldehyde emission class as defined by BS EN 717-1 and BS EN 717-2. This means the formaldehyde emission from our installed panels is within the levels considered safe for permanent residential use — including bedrooms, children's rooms, hallways, and living spaces.
E1 is the minimum acceptable standard for MDF used in residential interiors across the United Kingdom and European Union.
CARB Phase 2 & TSCA Title VI
The California Air Resources Board (CARB) Phase 2 standard and the US EPA's Toxic Substances Control Act (TSCA) Title VI set formaldehyde limits for composite wood products. While Lunaire Works sells exclusively to UK customers and is not legally bound by these US standards, our MDF supply chain is aligned with CARB Phase 2 limits — which are more stringent than E1 for hardwood plywood and comparable for MDF.

Solid pine dado rails & mouldings — safety & certification
Our accessories range includes solid pine dado rails, panel mouldings, and capping rails. Unlike MDF, solid timber does not contain resin binders and therefore carries no formaldehyde emission concern from adhesive chemistry. Solid pine is a natural softwood with its own material properties and associated safety considerations.
Our solid pine mouldings are assessed against BS EN 942:2007+A1:2012 — the British Standard for timber used in joinery applications. This standard specifies the permissible limits for knots, resin pockets, sapwood, slope of grain, distortion, and surface finish that qualify pine as suitable for interior joinery. Our dado rails and panel mouldings fall within Class J2 or better, which is appropriate for primed or painted interior applications.
Solid pine does not contain synthetic resin adhesive binders and does not present formaldehyde emission concerns. Pine naturally emits low levels of alpha-pinene — a terpene that contributes to the characteristic scent of pine timber. At the concentrations released from interior mouldings, alpha-pinene is below any level of health concern according to the UK Health and Safety Executive (HSE).
Pine wood dust is classified as a softwood dust under COSHH Regulations. During cutting or sanding, inhalation of pine dust should be minimised through appropriate respiratory protection (minimum FFP2 dust mask) and working in a well-ventilated area. This is a cutting risk, not a risk from the installed product.
Several of our panel kits, including the Cheshire Moulding Dado Kit and Shaker Wall Panel kits, include components that are pre-cut and pre-mitred to specified dimensions. This reduces the need for on-site cutting, which in turn reduces exposure to wood dust and the risk of cutting-related injury. Where our products are supplied pre-cut, we aim to deliver them in a configuration that minimises additional on-site processing by the end customer.
Pine dado rails are supplied in standard moulded profiles at the following cross-sections: 1m × 63mm × 25mm (dado rail), 28mm × 15mm (panel moulding), and 41mm × 20mm (traditional dado rail). All timber is planed smooth on face and edge surfaces. No sharp machine marks or splinter hazards are present on delivered products. Any cut ends in transit packaging are wrapped or protected to prevent handling injuries.

FSC & PEFC — responsible timber supply chains
The UK Timber Regulations (the UK Timber Regulation (UKTR), effective from 1 January 2021 following EU Exit) prohibit the placing on the UK market of illegally harvested timber or timber products. Lunaire Works complies fully with the UKTR and sources all timber and wood-based materials exclusively from suppliers who operate certified, legal, and sustainable forestry supply chains.
FSC — Forest Stewardship Council
The Forest Stewardship Council (FSC) certification scheme verifies that timber originates from forests that are managed responsibly with regard to environmental protection, social rights, and economic viability. FSC Chain of Custody (CoC) certification tracks timber from certified forest to finished product.
The wood fibre used in our MDF panels and the solid pine used in our mouldings is sourced through FSC-certified supply chains. Our materials suppliers hold current FSC Chain of Custody certification, which is verified annually by an independent accredited certification body.

PEFC — Programme for the Endorsement of Forest Certification
PEFC is an international umbrella organisation for national sustainable forest management certification systems. It provides assurance that timber products originate from sustainably managed forests and legal sources. PEFC is the world's largest forest certification system by area.
Where FSC-certified supply is unavailable for specific product lines, we source from PEFC-certified suppliers as an equivalent standard. Both FSC and PEFC represent acceptable certification schemes under the UK Timber Regulation due diligence system.

Panel adhesives bundled with kits
Select Lunaire Works panelling kits include panel adhesive tubes as part of the kit — most notably the 90-Pack Shaker MDF Wall Panel Kit, which includes four adhesive tubes. These adhesives are chemical products and are subject to a separate layer of safety regulation beyond the panels themselves.
CLP Regulation — Classification, Labelling & Packaging
Panel adhesives bundled with our kits are subject to the UK CLP Regulation (Classification, Labelling and Packaging of Substances and Mixtures), which is the UK version of Regulation (EC) No 1272/2008 as retained in UK law. This means each adhesive product must be labelled with appropriate hazard pictograms, signal words (Warning or Danger), and hazard and precautionary statements.
The adhesives we include are standard panel/construction adhesives designed for bonding MDF and wood panels to plasterboard and masonry walls. They are solvent-based or polymer-based construction adhesives and are not classified as high-hazard substances. They do not contain banned substances under UK REACH Annex XVII.
COSHH — Control of Substances Hazardous to Health
Under the Control of Substances Hazardous to Health (COSHH) Regulations 2002, any person using adhesives in a work environment must assess exposure and apply appropriate controls. For DIY consumers at home, the relevant precautions are:
- Use adhesives in a well-ventilated room — open windows and doors
- Avoid prolonged skin contact — wear protective gloves
- Avoid inhaling adhesive fumes — use with ventilation or wear an appropriate mask
- Keep adhesives away from children and pets during use
- Store adhesives in a dry location away from heat sources
Safety Data Sheet (SDS) — adhesives
A Safety Data Sheet (SDS) for every adhesive product bundled in our kits is available to customers on request. The SDS is prepared in accordance with UK REACH Annex II requirements and includes:
- Product identification and supplier details
- Hazard identification and CLP classification
- Composition and ingredient information
- First aid measures and emergency contact
- Handling, storage, and disposal instructions
- Exposure controls and personal protection information
What you need to know before you start
Lunaire Works products are intended for adult DIY installation. They are not classified as dangerous goods or hazardous materials in their delivered state. However, cutting, sanding, and applying adhesives introduces risks that customers should manage with appropriate precautions. The information below reflects guidance under the Health and Safety at Work etc. Act 1974 and COSHH Regulations 2002.
Respiratory Protection — Wood Dust
Both MDF dust and pine dust are inhalation hazards under the COSHH Regulations. The UK Workplace Exposure Limit (WEL) for hardwood and softwood dust is 3 mg/m³ (8-hour TWA). When cutting or sanding MDF or pine panels:
- Wear a minimum FFP2 dust mask (FFP3 recommended for extended cutting)
- Work in a ventilated area or outdoors where possible
- Use a saw with dust extraction where available
- MDF dust is particularly fine — do not sweep dry; use a vacuum with HEPA filter
Tool Safety & Cutting Precautions
When cutting MDF or pine mouldings to length:
- Use a sharp saw blade appropriate for wood panels (fine-tooth blade reduces splintering)
- Wear safety glasses to protect against dust and debris
- Secure panels with clamps before cutting — never hold panels freehand
- Keep children away from the work area during cutting
After Installation — Ventilation
Once panels are fixed and painted, no ongoing safety precautions are required for everyday use. For the first few weeks after installation — particularly in newly panelled rooms — we recommend:
- Ventilate the room daily to allow residual formaldehyde off-gassing to disperse
- Paint the MDF surface promptly to seal the face and reduce surface emissions
- Off-gassing from E1 MDF decreases significantly within 2–4 weeks of installation
How our products are packaged for safe delivery
Our packaging is designed to protect panels in transit and comply with the Packaging (Essential Requirements) Regulations 2015 (SI 2015/1640) and the Producer Responsibility Obligations (Packaging Waste) Regulations 2007, which govern the environmental impact and composition of packaging placed on the UK market.
- Panel wrapping and edge protection: MDF panels are wrapped in corrugated cardboard or protective film and bundled with edge guards at each corner to prevent transit damage. Cut ends of panels and mouldings are covered to prevent handling injuries.
- No hazardous packaging materials: Our packaging uses no heavy metals (lead, cadmium, mercury, hexavalent chromium) in inks or coatings, in compliance with the 94/62/EC heavy metals limits as adopted in UK law. Total heavy metal concentration in packaging is below 100 ppm.
- Recyclability: Where practicable, we use corrugated cardboard packaging, which is widely recyclable through UK kerbside collection. Plastic film used for moisture protection is LDPE and is recyclable at supermarket plastic film collection points.
- Minimum packaging weight: Packaging is sized and weighted to the minimum required to protect the product adequately in transit, in line with the essential requirements that packaging is not excessive.
- Adhesive tube safety: Where adhesive tubes are included in kits, they are packaged in sealed secondary packaging within the main kit carton, clearly labelled as per CLP requirements and separated from the panel components.

How to report a safety concern or product incident
Under the UK General Product Safety Regulations 2005, Regulation 9 requires that producers and distributors who know or have reason to believe that a product they have placed on the market poses risks incompatible with the general safety requirement must notify the relevant enforcement authorities (OPSS and Trading Standards) and take appropriate corrective action. Lunaire Works takes this duty seriously and has established the following procedures.

How to tell us
Contact us immediately by email at info@lunaireworks.com or by telephone on +44 33 0043 9923. Include your order number, a description of what happened, the date and location of the incident, and photographs where safe to provide them. Do not dispose of or modify the product until we have had the opportunity to assess it.
We assess within 24 hours
Upon receiving an incident report, a senior member of the Lunaire Works team will review the details within one business day. We will determine whether the incident indicates a potential product safety issue, a manufacturing defect, an installation issue, or a misuse scenario — and in each case identify the appropriate response.
We notify the authorities where required
If the assessment concludes that the incident indicates a risk that is incompatible with the general safety requirement under UK GPSR 2005, we will notify the Office for Product Safety and Standards (OPSS) through the UK Product Safety database and engage with the relevant Trading Standards authority. Notification will include a description of the risk, affected product batches, and the corrective action being taken.
What we will do
Depending on the nature and severity of the identified risk, corrective action may include: withdrawal of specific batches from sale, direct customer notification to affected purchasers, product recall with free collection and full refund, design or process changes to prevent recurrence, and updated safety information or installation guidance.
We keep you informed throughout
We will update the customer who reported the incident at every stage of our response. We will confirm the outcome of our investigation and the steps taken, and we will offer an appropriate remedy — whether that is a replacement, refund, or corrective repair — within the timescales set out in our Complaints Policy.
What qualifies as a reportable incident
The following types of incident should be reported to Lunaire Works immediately. We will investigate all of them and notify OPSS where the UK GPSR reporting threshold is met.
- Personal injury or near-miss during unpacking, installation, or everyday use of our products
- Unusual or unexpected product failure — panels detaching, delaminating, or warping unexpectedly
- Strong or persistent unusual odours from panels or adhesives after installation
- Any health concerns believed to be related to our products (respiratory symptoms, skin reactions)
- Suspected contamination — foreign matter, unusual inclusions, or mould on delivered products

How we handle a product recall — transparently
A product recall is a measure of last resort — taken when a product already in customer hands is found to present a risk that cannot be managed any other way. Lunaire Works has established a clear recall procedure in accordance with the UK GPSR 2005 and the OPSS Product Recall and Corrective Action guidance.
How you would be notified
If a recall affects products you have purchased from Lunaire Works, we will notify you by direct email to the address used for your order. We will also publish a notice on lunaireworks.com. Where a serious safety risk is involved, we will additionally cooperate with OPSS to ensure the recall is listed on the UK Government's product safety alerts database.
Our recall notice will include: the affected product name, the specific batch or date range affected, a clear description of the risk, instructions for what you should do immediately, and details of the remedy we are offering.
What we will offer in a recall
In the event of a product recall, Lunaire Works will offer affected customers — at minimum — one of the following remedies at no cost to the customer:
- A full refund of the purchase price of affected products
- A replacement with a conforming product of equivalent specification
- Free collection and disposal of returned products — no carriage cost to you
